Meeting was called to order at 11:00 a.m. with welcome and introductions.
Secretary’s Report:
The Secretary presented the minutes of November 12, 2009. The minutes were approved. No new business was reported from the Secretary.
Treasurer’s Report:
The Treasurer reported that we have available funds of $3,240.12, which reflects income of $70.65 from E-Scrip for the month of November 2009. November 4th, 2009 Cheslah Barkdoll, CVPO Vice President, audited the CVPO Financial Records as reported and signed off on it. The Treasurer’s Report was accepted as written.
Correspondence Secretary, Angie Killen sent out letters of congratulations to CVPO parents who recently had new babies. Thanks Angie!
Site Council:
The Annual Year Progress Report for the 2009-10 school year was discussed. Crescent Valley did not pass the AYPR. CV’s Report Card can be viewed on the CVHS website: http://www.csd509j.net/cvhs/raidernews/raider%20/. The Site Council also worked to set goals for the 2009-10 school year. The Site council meets every month on the 3rd Tuesday of each month at 3:15 p.m. in the CV Library. It is open to anyone who wishes to attend.
Special guest Speakers, Rep. Sara Gelser, State Legislator and Anne Schuster, Corvallis School Board Member spoke on the Special Election vote on January 26, 2010 concerning Measures 66 & 67.
At the end of the Legislative session, the Oregon Legislature faced a $4 billion shortfall for the 2009-11 biennium. Legislators addressed more than half the shortfall with reductions in spending and the use of reserves. The legislature also planned to use $978 million in Federal Stimulus Money and passed two bills that would increase some personal and corporate income taxes.
Measure 66 (Personal Income Taxes) would increase the personal income tax rate for individuals with taxable incomes greater than $125,000 or couples making more than $250,000. If approved, it is estimated to bring in an additional $472 million in revenue for the 2009-11 biennium.
Measure 67 (Corporate Income Taxes) would raise corporate taxes and fees resulting in an estimated $255 million in additional revenue during the 2009-11 budget cycle. The State School Fund has already been allocated to schools on the assumption that these taxes would be in effect.
If Measures 66 & 67 are approved by voters in January, school districts will not receive any additional funds. If the measures fail, the Legislature has predicted cuts of approximately $285 million, or about $431 per student, would be made in funding for K-12 education. The Corvallis School District would expect to lose $3.2 million to $3.7 million in state funds in its 2010-11 budget or the equivalent of 45 teachers or 17 school days. Parent/Budget Survey Committee:
After January 4th 2010, a survey will be coming to parents online and in hard copy form regarding School Budget concerns that parent may have. Parents will be able to voice their budget concerns for Crescent Valley students and help to establish goals in the Budget Process.
CV Excellence Campaign: The second annual CV Excellence Campaign was launched on October 28th and continues until the end of December 2009. Organized by a group of CV parents and staff, the campaign seeks to draw attention to the many program and facility needs at CVHS, and to provide a streamlined way for interested benefactors to give money to benefit the school. To highlight a few of the current needs at CV, the Choir Department needs new acoustic shells to improve sound at concerts, the Science Department needs new laptop computers for student class work, the Humanities Department needs media projectors for class presentations, a new scoreboard and sound system are needed in the gym. Donors are welcome to designate how they would like their contributions used at CV. Please see the campaign website@www.cvexcellence.org for details.
