Modal verbs are not verbs of action. They indicate the desirability, likelihood, necessity, etc. of an action. For this reason they require (in most cases) another verb in the sentence to indicate the action. This action verb is always in the infinitive form, and is located at the end of the sentence (or clause). The modal verb is the verb that is conjugated for different subjects and is located in the traditional 2nd position (or 1st if it is a question).

Action: Ich gehe in die Stadt

     Desirability Ich möchte in die Stadt gehen

Action: Ich sehe die Tafel nicht.

     Ability: Ich kann die Tafel nicht sehen.

Action: Ich mache Hausaufgaben

     Obligation: Ich soll Hausaufgaben machen.

Action:  Ich gehe in die Stadt.

     Desirability Ich will in die Stadt gehen

Action: Ich stehe um 5 Uhr auf.

     Ability: Ich muß um 5 Uhr aufstehen.

Action: Ich gehen nicht mit.

     Obligation: Ich darf nicht mitgehen.
