Bond Program Update: School Board Approves CM/GC Contracting Method

The school board took action at their November 1, 2018 to unanimously approve the Findings of Fact for the use of the Construction Manager/General Contractor (CM/GC) contracting method for awarding the contracts for the bond projects in Scope Packages B and C (elementary and secondary remodels) without competitive public bidding requirements.

The use of this alternative procurement method will result in substantial cost savings and reduce risk to the district, will allow the district to select a contract with the specialized expertise required, will benefit the public by improving safety and coordination during construction, and will not encourage favoritism or diminish competition.

The CM/GC contracting method utilizes an integrated team approach in the planning, design, and construction of a project in order to control time and cost, and to assure quality for the project owner. The team consists of the owner (in this case, the district), a project management firm (retained by the district), an architecture firm (retained by the district), and the CM/GC. Selection of the successful CM/GC is based on multiple factors including qualifications and experience, rather than just price alone.
