In 1977, Osborn was built with a bond levy passed by the Corvallis School District. This bond was put to voters in collaboration with the City of Corvallis to support aquatic recreation in our community.
In 1998, the Corvallis School District passed a Facilities Improvement Bond to update the interior pool and build Otter Beach. Upon completion of the renovation, the City and District entered into an operating agreement for the City of Corvallis to oversee:

The Corvallis School District and the City of Corvallis are jointly announcing a post-meeting opportunity for the public to review the Osborn Aquatic Center Facility Condition Assessment findings and provide direct input on facility priorities. This follows the recent Community Information Meeting, where the comprehensive report was discussed.
For those who were unable to attend the in-person meeting, the District and City are ensuring that all community members have the opportunity to review the information presented and share their perspectives.
The District and the City emphasize that continued community input is vital to planning the long-term future and functionality of the Aquatic Center.
The Corvallis School District and the City of Corvallis have rescheduled their upcoming community information meeting on the Osborn Aquatic Center to Monday, September 29, 2025, from 6:30 to 8:00 pm at Linus Pauling Middle School.
The meeting was originally set for September 22 but was rescheduled to avoid a conflict with the first evening of Rosh Hashanah. The city and the district regret this oversight and appreciate the community members who brought it to their attention.
The purpose of the meeting is to share the results of the recently completed full facilities assessment of the Osborn Aquatic Center and invite community members to help identify priorities for repairs and improvements.

Small group discussions, input, and engagement opportunities will follow a presentation.
The district planned to send out information and a survey in March, followed by a community input meeting on April 23. Before moving forward, we decided it was important to understand the full condition of the Osborn Aquatic Center, not just the roof. This will help us understand what bringing the facility back to full use would cost.
We are postponing the community survey and the April 23 community meeting until the facility assessment is complete. Knowing the actual cost helps people provide the best feedback on potential solutions. The Corvallis School District has hired Scott Edwards Architecture to complete a full facilities assessment to support this work. We expect to have their report by the end of June.
We are also hopeful about possible funding support. Senator Sara Gelser Blouin has requested $5 million in state funding for Osborn. If approved, this funding would make a big difference in helping us complete needed repairs. We will find out if the funding is approved at the end of the current legislative session.
Next Steps
After the full facilities assessment is finished, we will send out a survey and hold a community meeting. This will help us hear feedback on possible solutions.
